The Department of Economic Security, Division of Aging and Adult Services, seeks an experienced and highly motivated individual to join our team as a Case Review Supervisor with Adult Protective Services. DAAS supports at-risk Arizonans to meet their basic needs and to live safely, with dignity and independence. Adult Protective Services (APS) investigates allegations of abuse, neglect, or exploitation to vulnerable, elderly, and incapacitated adults, 18 years of age or older.

You direct and supervise a work unit who review all aspects of completed investigation case files conducted by APS investigators ensuring all documentation is accurate and complete, complies with federal and state statutes, rules and regulations, and policy and procedures and contains no errors requiring re-work. You determine whether cases are ready to close or submit for substantiation to the Arizona Attorney General's Office. You track the status of all reviewed cases, analyze data, and create reports on accuracy and trends to help improve investigative processes, identify training opportunities and develop procedure improvements. You and your staff support all Districts throughout the state. This position works primarily from the successful candidate’s home office but occasional travel statewide may be required. In-state travel is required. Flexibility in willingness to work longer shift hours, if necessary.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Provide leadership, mentoring, coaching, and direct supervision of subordinate staff. Assign new cases for review. Monitor and review work products and achievements of staff. Ensure staff meet performance and productivity metrics on schedule.
  • Evaluate workflow and formulate process improvement plan. Utilize database report system for monitoring of case review activities and determining appropriate action. Meet with subordinate staff assisting with identifying necessary modifications and changes to workflow and/or procedures.
  • Provide technical advice and assistance to staff as required. Ensure appropriate and standard case review activities are performed and in compliance with established federal and state statutes and APS policy and procedures. Identify and resolve case-related issues.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
  • Federal and state statutes, APS regulations, policies and procedures related to reporting of vulnerable adult maltreatment
  • Physical behavioral indicators of neglect and abuse of adults with mental disabilities or seriously mentally ill and frail elderly
  • Case investigation and social work practices and principles (e.g., elder rights, psychological abuse, adult maltreatment, etc.)
  • Management and supervisory techniques

Skill in:
  • Oral and written communication
  • Analyzing and assessing statistical data and reports
  • Team building and conflict resolution techniques
  • Using computer software packages (e.g., Excel, Word, Google Suite, etc.)

Ability to:
  • Write clear, concise, and accurate reports
  • Manage, plan and organize staff assignments and workload
  • Establish and maintain working relationships with leadership, division management and internal and external stakeholders
  • Work independently within established guidelines
Selective Preference(s):

The ideal candidate for this position will have:

  • One year as a Human Service Specialist 3 in AZ State Government; OR
  • Bachelor’s Degree in Social Work, Rehabilitation, Criminal Justice or closely related field and 2 years professional case management/investigation exp. (Intake, Needs Assessment, Service Planning, and Monitoring and Evaluation); OR
  • 4 years exp. providing professional case activities noted above. Prefer supervisory experience.
Pre-Employment Requirements:
  • If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • Flexibility in willingness to work longer shift hours or after-hours coverage, if necessary.
  • A.R.S. 41-1969 Each employee or contractor of the Department of Economic Security who has access to federal tax information shall have a valid, unrestricted Level One fingerprint clearance card issued pursuant to A.R.S. 41-1758.07.
  • In-state travel is required. The position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.11). Individuals may be required to use their personal motor vehicle.
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
